Shower faucet hot and cold balance is very hard to turn. What’s wrong and how can I fix it?

OK, so in one of my showers the knob that controls the hot and cold balance is very hard to turn. In fact, it will really only turn when the water is off. The faucet is the type that is a single stacked device with one control for the flow of water (a knob in front) and one control for the hot and cold balance (a ring behind). What’s wrong and how can I fix it? Do I need a pro to do it? How much would it cost if I did have a pro out?
